Cooperative Agreement
On Aug. 1, 2025, the South Coast Air Quality Management District Board voted to formally pause the rulemaking process for its proposed Indirect Source Rule 2304 – Commercial Marine Ports – for 45 days to allow negotiations on a potential cooperative agreement with the ports of Long Beach and Los Angeles.
Negotiations began Aug. 7 and will continue through at least Sept. 18, with representatives from South Coast AQMD, POLB and POLA meeting twice a week. The process includes opportunities for public engagement, including at least one virtual public meeting, and written comment submissions that will be made available on the South Coast AQMD and CAAP websites.
The parties are committed to working collaboratively toward an agreement that advances their shared goal of improving air quality in the region. Discussions are ongoing, and updates will be provided as the process moves forward.

An updated version of the draft Cooperative Agreement is now available. This draft reflects areas where the negotiating teams for the Ports and South Coast AQMD have reached agreement.
On Aug. 28, the South Coast Air Quality Management District (South Coast AQMD), along with the ports of Long Beach and Los Angeles, held a virtual public meeting with more than 140 participants. The agencies provided updates and answered questions on the status of the Cooperative Agreement.
The ports of Long Beach and Los Angeles and South Coast AQMD continue good faith negotiations twice a week to reach an agreed upon Cooperative Agreement.
